General Purpose
Oversees high-risk projects, which require considerable resources and high levels of functional integration within an electric utility control center environment. In addition to having responsibility for all control center aspects of the project over the entire project life (initiate, plan, execute, control, close), assembling necessary personnel, assigning individual responsibilities, identifying appropriate resources needed, and developing schedules to ensure timely completion of assigned projects, takes projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, interconnecting entities, reliability coordinator, energy imbalance market (EIM), distributors, and vendors. Ensures adherence to quality and safety standards and reviews project deliverables. Communicates with senior management regarding the status of specific projects.
Responsibilities
- Manage the planning, design, and construction of multiple high risk large scale projects as it relates to integration into real time system operations.
- Establish, track, and control project cost, scope, schedule, and risk to deliver assigned projects within their approved scope, budget, and schedule.
- Plan, schedule, and execute all phases of projects in accordance with project management processes, policies and guidelines, and corporate governance.
- Develop detailed project plans and ensure project scopes, team responsibilities, milestone dates, and the procurement strategy are clearly stated for all assigned projects.
- Develop project schedules in accordance with project objectives.
- Coordinate the development of conceptual and detailed project deliverables.
- Interface with external customers throughout the project life cycle.
- Establish responsibility for and manage the project deliverables.

- Coordinate and manage new metering projects to support interchange, energy imbalance market (EIM), and automatic generation control (AGC).
- Oversight of reliability coordinator (RC) and energy imbalance market (EIM) processes to ensure updated and new transmission, substation, generation, and distribution facilities are integrated into their network models.
- Review of interconnect agreements (contracts) and communicate information as necessary with control center personnel.
- Ensure charging authorizations have been completed prior to energizing new substation, transmission, generation, and distribution facilities.
- Ensure all control center systems have been updated prior to energizing modified or new substation, transmission, generation, and distribution projects.
- Coordinate the update of the control center(s) operational procedures as required by compliance and project integration.
- Coordinate grid and regional system disturbance investigations, associated documentation, and implementation of improvement opportunities.
- Provide project progress reports to management and other stakeholders in accordance with an approved communication plan.
- Coordinate with procurement to solicit external materials and services as required for project deliverables.
- Manage the bid process, and contracts for external support services.
- Negotiate with vendors and contractors regarding work scope changes and ensure that all contract commitments are completed on time per the scope of work and technical specifications.
- Manage internal and external team activities in conjunction with field and system operations.
- Interface with appropriate management levels including senior management to gain necessary approvals and manage risk in accordance with corporate governance.
- Responsible to ensure alternate control centers are functional on a monthly basis.
- Additional duties as assigned or required based on business needs which may include travel.
Requirements
- Bachelor's Degree in Engineering, Business or the equivalent combination of education and experience
- Five years related professional experience.
- Experience with complex software system integration
- Proficient in project scheduling, cost controls, tracking and reporting methodologies.
- Knowledge of financial principles to quantify costs and benefits of projects and to track and maintain project budgets
- Proficient in the application of Project Management Institute project management techniques or equivalent
- Experience in managing vendors, contractors, and other external entities regarding work scope changes to ensure that all contract commitments are completed on time per applicable specifications
- Excellent technical writing and verbal communication skills
- Demonstrated business management skills including consulting skills, customer service, and business acumen
- Interpersonal and communication skills to facilitate team efforts, provide guidance and direction to team members, and communicate project objectives, parameters, status, and outcomes to stakeholders
- Ability to analyze information, form conclusions and provide meaningful and creative solutions to non-typical business issues
- Demonstrated skill in motivating and influencing others as well as skills and experience in team building and conflict management
- Proficient in using Microsoft Office Suite including Word and Excel
Preferences
- Master's in Business Administration or advanced technical degree
- Project Management Professional certification by the Project Management Institute, or Advanced Project Management, or Program Management Certification
- Experience in electric utility transmission and/or distribution control center operations
- Working knowledge of supervisory control and data acquisition (SCADA) systems, outage management systems (OMS), advanced distribution management systems (ADMS), and/or energy management systems (EMS).
- Knowledge of NERC reliability standards
- Knowledge of FERC generation interconnect requirements.
- Experience with outage scheduling for transmission, substation, distribution, and generation elements
- Understanding of automatic generation control (AGC)
- Experience with interchange metering
- Experience with energy imbalance market (EIM) and/or extended day-a-head market (EDAM) requirements
- Understanding of environmental regulations, National Environmental Protection Act, environmental impact statement, environmental assessment, State Historical Preservation Office, Army Corp of Engineers, etc.
- Knowledge of the Company's business, policies, procedures, and practices
- Experience in the electric utility industry and applicable federal, state and local regulations
- Working knowledge of SAP in cost tracking and forecasting
- Working knowledge of scheduling or other project management software
- Experience in electric utility design and/or construction
