Description

Public Health - Seattle & King County is implementing a new electronic health records (EHR) system in the Jail Health Services (JHS) Section. This position is responsible for ensuring all IT related components of the project are identified and completed. Works directly with MIS management, JHS staff, and the EHR project team.

This is a term-limited position with an expected end date of 12/31/2007.

Examples of Duties

Act as the primary technical resource for EHR project, and lead the JHS EHR project team; assist with development of a detailed IT & Interface Work Plan; monitor plan and report issues to the Project Director and MIS management; participate in the business re-design workshops to ensure compatibility; lead the Interface design team; ensure programming is in compliance with work plan; conduct walk-through to obtain design approvals; and ensure all IT project tasks are coordinated with appropriate staff and resources, and completed on-time.

Manage the business and technical day-to day IT project activities of the EHR implementation, including: determine and understand user requirements; translate user requirements into documented interface development specifications for vendors and staff; system interface design and development; system testing, including backend database and client software; troubleshoot, document, and resolve issues; document the Jail EHR technical environment; and assist and work with Public Health MIS staff when necessary.

Coordinate BCA and multiple system third party vendors to produce conceptual and detailed designs for each interface; monitor business proposals for technical appropriateness and compliance; act as liaison between MIS and vendors to resolve problems; coordinate with vendors and staff with interface integration to meet business needs, and pull data from existing systems.

Qualifications

Demonstrated ability to lead multi-discipline work teams and manage the technical, day-to-day activities of a complex IT project, including: work plan development and monitoring; component identification and task completion; determine and translate end user requirements, and develop interface specifications; ensure programming and project compliance; manage competing priorities; and coordinate project tasks with appropriate staff and resources.

Demonstrated ability to troubleshoot, document, and resolve system problems including Windows and LAN connectivity issues; test systems including backend database and client software; and analyze existing interfaces to develop conceptual designs.

Demonstrated ability to work with third party vendors and coordinate activities with project team, management, and end users.

Demonstrated ability to present project information to a variety of audiences; communicate effectively verbally and in writing; and synthesize complex information to influencing decision makers.

Demonstrated advanced knowledge of project management principles and techniques; strategic planning principles and practices; and of large organization business operations, strategic information requirements, and priorities.

Demonstrated working knowledge of information systems development, including: analysis, design, implementation, maintenance, documentation and training procedures and practices; Microsoft servers and configuration; and systems interfacing and messaging.

Demonstrated working knowledge of Microsoft Office products including Word and Excel.

This position is represented by IFPTE AFL-CIO Union L17. Union membership is required within 30 days of employment.

Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all Public Health positions.

Staff may be required to play a role as a first responder in the event of a Public Health emergency.
