Northrop Grumman Aeronautics Systems is looking for well qualified Staff Systems Engineer (Technical Lead) to join our team of high performing, diverse individuals within our Systems Engineering organization. This position is located in San Diego, CA.
The Technical Lead Engineer will perform statement of work for the RQ-4 Enterprise. This position will support every business area across the RQ-4 Enterprise and will be physically based out of Rancho Bernardo, California. The responsibilities of this role include the following:

• RQ-4 NATO Enterprise focal point for Mission Engineering for System Engineering
• Responsible for capturing and translating the intent of stakeholders' mission needs
• Clearly define and refine the end users' needs and desired capabilities
• Define mission needs by developing OPSCON to demonstrate that all required functions are performed to meet user's concept of operations (CONOPS)
• Responsible for feeding these OPSCON, CONOPS and Use Cases back into the development lifecycle to define system requirements and architecture
• Ensures the system architecture, operations concepts, and design are affordable, effective and responsive to customer needs and objectives
• Utilizes operational experience, architecture, and system knowledge to create innovative system solutions to address stakeholder mission needs
• Support the development and validation of system level models used for concept development, design, verification, and validation
• Focal for issues coming out of the field across all business areas
• Travel to onsite locations to support operational missions as technical expertise
• Cross-coordination between business areas to bring improvements to field to address operator concerns and operational issues
• Out briefs and coordination with the customer on operational challenges and how Northrop Grumman will play a role in owning the mission
• Ability to coordinate with engineering IPTs and field-facing integration leads across the enterprise to perform root cause investigations in RB SIL environment as well as operational sites
• Ability to lead team and coordinate with engineering IPTs to minimize technical risk to final infrastructure design in RB SIL as well as operational site
• Direct input into roadmap planning across the enterprise to help drive additional business and customer engagement

Basic Qualifications:
• Bachelor of Science degree in a STEM (Science, Technology, Engineering or Math) discipline from an accredited university with a minimum of 12 years' engineering experience; 10 years with Masters; 8 years with PhD
• An active DoD Secret Clearance and ability to obtain and maintain Top Secret
• Must have ability to obtain and maintain Program Access (PAR) within a reasonable period of time, as determined by the company to meet its business needs
• Experience supporting Fielded Aircraft Systems
• Experience with UAV systems
• Experience in full lifecycle of Systems Engineering, including design reviews, requirements decomposition, test planning, and requirements verification
• Experience with hands on troubleshooting in SIL and operational environments
• Experience in ICD development and integration
• Requires ~25% travel per year
• Experience with ground segment architecture and design
Preferred Qualifications:
• An active DoD Top Secret Clearance
• Experience with NATO/international customers
• Experience with NATO ground segment architecture
• Experience with RQ-4 air vehicle, ground segment, sensor payloads, and support equipment
• Experience in Tasking, Collecting, Planning, Exploitation, and Dissemination (TCPED)
• Experience with root cause investigations, fielded issue investigation, and operational missions.
• Possess a detailed understanding of external dependencies on the system and provide context of how the system contributes to the broader system-of-systems of mission architecture, including limitations, constraints, interfaces, and data flows.
• Possess a detailed technical understanding of the entire system design, functionality, and performance, including mission payloads, communications & networking, air vehicle, and ground segment
• Experience in performing operational utility assessments to assess operations, data flow, mission performance and technical risk to inform requirements and design concept development
• Experience in collecting and analyzing operational mission data to evaluate mission effectiveness and recommend improvements to system design, architecture and system operations concept
• Working knowledge of Atlassian tools (Jira, Confluence, Bitbucket)
Salary Range: $171,000 - $256,400
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
