The American Red Cross is seeking an innovative recovery professional to oversee the grantmaking and execution process for the Hurricane Helene and Milton Long-Term Recovery Operation for Florida, Georgia, and South Carolina.

Preference is for the position to be based in Florida (Tampa or Orlando ideal), but consideration will be provided to candidates residing in Georgia or South Carolina. This is a term-limited, benefits eligible position expected to last through September 2026, with the opportunity to extend based on business need. This is a hybrid position.

Helene made landfall in the Florida Big Bend on Thursday, September 26, 2024, before continuing northward and weakening across Georgia, northwest South Carolina, western North Carolina, eastern Tennessee, and Kentucky. Helene brought devastating wind damage and catastrophic flash flooding to these areas before merging with an upper level low centered over the Tennessee and Ohio Valleys. Just two weeks after Helene devasted parts of Florida, Major Hurricane Milton made landfall near Siesta Key on Wednesday, October 9, 2024, as a category 3 hurricane. Milton approached Florida as an extremely dangerous category 5 hurricane before it encountered increasing wind shear. Despite shear imparting some weakening effect on the storm's winds, Milton's wind field expanded as it approached the Florida Peninsula, extending impacts far and away from the storm's center. Impacts to east central Florida were significant, including a tornado outbreak that produced at least 7 confirmed tornadoes (additional surveys are ongoing) and hurricane-force wind gusts that downed trees and power lines. Many homes and businesses were damaged. Additionally, on the northern side of Milton, torrential rainfall produced total rainfall amounts of 10 to 15 inches (and higher), leading to localized flooding and rises on area rivers and creeks. The American Red Cross will be standing up a long-term recovery field structure across Florida, Georgia, and South Carolina to provide recovery programming and services to individuals, households, and communities affected by the hurricanes.

The Hurricane Helene and Milton Long-Term Recovery Senior Grants Manager reports to the Hurricane Helene and Milton Long-Term Recovery Director and is responsible for establishing and administering a grants program to support individual and community recovery and resiliency in alignment with local expectations and requirements and the community needs assessment. This role requires an experienced grants manager comfortable with program development and evaluation, grant proposal evaluation, program health monitoring, data management and reporting. A successful candidate will have a proven track record of strategic thinking, problem solving and relationship building with various stakeholders (both internal and external). This position will work with a team of local and National Headquarters volunteer and paid staff.

Perform all duties and responsibilities in alignment with the Fundamental Principles and in compliance with standard operating procedures and other applicable Federal, State, and local regulations.

Responsibilities

  • Manage the grant cycle, from launch to close, in coordination with the National Long-Term Recovery team, Disaster Finance, and other internal stakeholders

  • Work with Hurricane Helene LTRO leadership team and stakeholders to integrate ongoing needs assessment feedback into the recovery grants program in alignment with the identified community needs and established American Red Cross funding priorities

  • Provide supervision and leadership to one or more grant managers, including performance evaluation, coaching, and professional development

  • Develop and prepare program evaluations, grant impact assessments, and stewardship reports for internal and external stakeholders

  • Support management team in developing data models to assess and support monitoring and evaluation, including metrics and deliverables

  • Ensure regular oversight of all grants within the program and provide timely notification of any challenges or opportunities

  • Develop and implement processes to host regular monitoring check-ins with each grantee partner throughout the life cycle of the grant, monitoring the success of the grant, reviewing reports and ensuring facilitation of relevant communications.

  • Ensure all necessary applicant and grantee information is collected, support proposal evaluations, and make recommendations for grant approvals

  • Conduct grantee site visits and regular (monthly, quarterly, etc.) report reviews and regular progress check-in meetings; provide technical assistance to grantees

  • Collaborate with internal stakeholders in support of grant processing and disbursements, and monitor allocations as required.

  • Ensure all duties and responsibilities are performed in compliance with standard operating procedures and other applicable Federal, State, and local regulations

Qualifications

Education: Bachelor's degree required.

Experience: Minimum 5 years of related experience or equivalent combination of education and related experience required.

Management Experience: At least 3 years of experience as supervisor or manager of workforce engaged in direct client contact in an outcomes-based social-services environment. Experience building and supporting a volunteer workforce preferable.

Skills & Abilities: Excellent interpersonal, verbal and written communication skills. Demonstrated in-depth knowledge of program or service and ability to create presentations and develop training modules. Develop project plans, budgets, and strategies to achieve organizational goals. Demonstrated analytical and decision-making skills to develop creative processes for continuous program or service improvements. Proven track record of collaboration, facilitation, problem solving, marketing, leadership, and partnership management. Ability for planning, public speaking, project management and process improvement required. Must be customer oriented, organized, and able to operate with an orientation toward solutions with an external focus, and team orientation. Intermediate level proficiency with MS Office software, including Teams, Word, Excel, PowerPoint and Outlook. Familiarity with grant management, data visualization, and project management tools. Ability to work outside of regular duty hours including nights and weekends. Familiarity with federal, state, and local employment laws. Must be able to perform all assigned responsibilities under “steady-state” requirements. Ensure all American Red Cross finance policies and procedures are followed as related to the scope of work activity. Ability to work on a team.

Deployment Requirement: Disaster employees are required to deploy to disaster relief operations outside of their region at a minimum of once a year. Deployments contribute to skill building, career development and exposure to different types of disasters. Employees must meet all training and physical capacity requirements for deployment.

The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
