Summary
The Deputy Resident Country Director position is administratively housed within the Department of Compact Operations, with direct report to the Resident Country Director and the Deputy Vice President for Africa Programs. The DRCD will be physically based in Senegal.
This is a term position not-to-exceed 60 months. MCC has the option of extending this term appointment.
MCC uses a pay banded system to compensate employees. This position is pay band 3b which is generally equal to GS-14.
Duties
This position serves as the Regional Senegal Deputy Resident Country Director (DRCD) and reports to the Resident Country Director (RCD) and the Deputy Vice President (DVP) for Africa Region. As an official government employee, the DRCD is part of the U.S. country team at the U.S. Embassy and must collaborate closely with various elements of the U.S. Embassy. The Regional DRCD assists the DVP and RCD to provide ongoing guidance, advice, technical feedback, and support to the Millennium Challenge Account (MCA) compact country/countries entity/entities in implementation. Specifically, the Regional DRCD plays a critical role in the Compact's success by:
- working closely with the relevant RCDs, the Regional DRCD will help to lead the development of regional compacts.
- working closely with the RCDs to manage and oversee the implementation of a regional compact.
- managing operations of the MCC Resident Mission, including supervising local staff, managing specific aspects of the Resident Mission including procurement, staffing, budgeting, financial, and asset management.
- coordinating in-country visits by MCC staff, technical advisors, and other official U.S. government missions.
- building and maintaining MCC's relationship with compact country partners and the US Embassy.
- coordinating between the MCAs, the compact governments, MCC Resident Country Mission, US Embassy, and MCC Washington on technical, operational, administration and other policy issues.
- coordinating with MCCs and MCC Washington to achieve the timely delivery of reports, plans, approvals and agreements as may be required for compact development and implementation; tracking milestones and concrete progress on compact implementation; and suggesting appropriate actions to mitigate risks, including program modification.
- coordinating project monitoring and evaluation and impact evaluation work with MCC Washington and compact country partners.
- preparing responses to inquiries from the compact country governments, MCC Washington, Congress, other public and private sector stakeholders of MCC.
- representing MCC in donor and other sensitive meetings where country strategy may be discussed, and USG policies are represented.
- supporting the RCDs in organizing public outreach and representational events in-country relating to MCC activities and Compact implementation, including helping to represent MCC in interactions with Congressional delegations (CODELs), other donors, representatives of the local business community and civil society, and other interested parties in the country.
- serving as Acting RCD as requested, supporting equal employment opportunity objectives.
- performing other related duties as assigned by the DVP and RCD.

- The Regional DRCD will be posted immediately to one of MCC's partner countries in West Africa to help oversee regional compact development and eventual implementation

- Experience working in transitioning or developing countries, in particular any prior work experience in West Africa.
- Experience in delivering results as part of a multidisciplinary team within a matrix reporting structure and managing / supervising related personnel
- An advanced degree in finance, economics, public health, international development, business, public policy, civil engineering, law, or a related discipline.
