This is highly responsible technical and professional project management work for the Wild Spaces Public Places Department (WSPP) including, but not limited to, planning and directing major capital projects; assisting with the formulation of operational policies and procedures to maximize WSPP's impact on improving the community's quality of life; directing project consultants and contractors; and may supervise staff.Positions allocated to this classification report to the WSPP Director and work under minimal supervision. Work in this class is distinguished from other classifications by its advanced technical and professional project management responsibilities.

Job Description:

SUMMARY

This is highly responsible technical and professional project management work for the Wild Spaces & Public Places Department (WSPP) including, but not limited to, planning and directing major capital projects; assisting with the formulation of operational policies and procedures to maximize WSPP’s impact on improving the community’s quality of life; directing project consultants and contractors; and may supervise staff.

Positions allocated to this classification report to the WSPP Director and work under minimal supervision. Work in this class is distinguished from other classifications by its advanced technical and professional project management responsibilities.

ESSENTIAL JOB FUNCTIONS

Plans, directs, supervises, coordinates, and evaluates major capital projects, including but not limited to park and public space projects, and assists in the coordination of planning, design, specification, construction management, cost control and long-range planning studies.

Performs work involving engineering practices, which may include a variety of complex features such as conflicting design requirements, materials suitability, optimization of resources and design, and intricate coordination requirements.

Coordinates engineering projects, studies, and activities with internal departments, outside consultants, and contractors.

Assists in documenting and preparing budget estimates for submittal to the department head.

Assists in research for and preparation of annual budget.

Compiles and prepares varied and complex financial reports for management, internal and external auditors, and/or local and state agencies.

Represents the WSPP Department with appropriate public officials and organizations.

Prepares contract specifications for repair and alteration of facilities. Reviews contract bids and makes recommendations. Inspects contractual services for compliance with contract.

Confers with consultants, engineers, architects, and contractors to plan and implement projects of improvement, property acquisition, and new construction. Reviews specifications and designs. Inspects construction progress and reviews progress reports.

Plans and directs capital projects including renovations, upgrades and new construction.

Leads facility master planning efforts in the design and construction of new buildings.

Works independently with finance, purchasing, planning and building inspection, plan boards, citizen groups and outside agencies during the planning, design and approval process.

Attends evening and after-hours meetings on a regular basis.

Monitors annual construction and project budgets.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May act in absence of supervisor.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor’s degree from an accredited college or university. Preference given to candidates with major coursework in construction, construction management, or engineering; and five (5) years of responsible experience in the management of complex construction projects;

Or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.

CERTIFICATIONS OR LICENSES

Licenses

Valid Florida Driver’s License required.

State of Florida license as a Professional Engineer preferred.

Certifications

None.

KNOWLEDGE, SKILLS AND ABILITIES

Ability to apply project management techniques to make involved and difficult decisions for projects, develop complex plans and specifications and perform research.

Ability to develop project scope, tasks, timelines and resource assignment to include other project managers and outside consultants.

Ability to read and interpret construction diagrams, plans, and blueprints and to recognize deviations from such plans in building construction and installation processes.

Thorough knowledge of engineering principles and practices applied in planning, scheduling, design, construction, and cost control of park and public space projects.

Ability to manage multiple major projects often with unique or controversial issues which have an important effect on major programs. Work may require oversight by management.

Requires negotiating skills and diplomacy.

Knowledge of governmental budget procedures.

Ability to communicate effectively, both orally and in writing.

Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public.

Ability to deliver effective and persuasive presentations on complex topics to management, city commission, and public groups.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is often required to sit for prolonged periods of time.

WORK ENVIRONMENT

Required to attend evening meetings and work outside regular business hours.

Work may require performance of tasks outdoors under varying climatic conditions.
