King County Parks has an exciting opportunity as an Organizational Development & Leadership Manager! This is a new position that will lead key initiatives that will make a significant and long-term impact within the Division.
About the Role:
As the Organizational Development & Leadership Manager for the Parks and Recreation Division, you will work closely with division leadership to provide organizational development, change management, and leadership support to the Director's Office and the Parks Management team. This position will reside in the Division Director's Office, which oversees leadership, administration, communication, strategic workforce planning, performance management, Equity & Social Justice, and customer service for the Parks Division. This position will be housed and provide support to the Parks Division but will also coordinate closely with the Department of Natural Resources & Parks Director's Office.
This position will lead many key initiatives such as the continuation of the Positive Intelligence (PQ) program, focused development and training of leads, supervisors, and managers across the division, and leading various change management initiatives.
This position performs work remotely and onsite.

What You Will Be Doing:
- Organizational Development: Partner with the Division Director's Office and Human Resources Manager-II to plan, prepare, and communicate various initiatives for the next levy period (2026-2031) and beyond. Assist as a strategic planning partner in aligning supportive resources for staff and leaders, such as clarifying roles and responsibilities and cultural work around standard processes. Lead change management initiatives in alignment with strategic planning within divisions.
- Individual & Team Coaching: Develop, provide, and procure coaching services for managers and key organizational leaders in focused curriculum such as change management practices, communication, earned trust, and other functional leadership strategies.
- Group/Team Facilitation: Lead and develop a modified Parks People Leader meeting series. Strategically plan and organize content and agenda, guest speakers, and ongoing development and training connections. Lead cultural development work for the Parks Culture Committee, focusing on deliverable action items and communications planning with staff and leadership. Monitor performance of initiatives, planning, and resource allocation.
- Training: Lead the continuation of the Positive Intelligence (PQ) Program and integration of PQ practices and strategies to use in daily practice. Develop other training curriculums to support various career pathways and progression across the division.
- Organizational Development: Partner with the Division Director's Office and Human Resources Manager-II to plan, prepare, and communicate various initiatives for the next levy period (2026-2031) and beyond. Experience, Qualifications, Knowledge, Skills
Qualifications You Bring:
- Demonstrated, progressive experience in the design, development, and/or execution of customized leadership training and development plans for all levels or organization leadership.
- Demonstrated, progressive experience in implementation and facilitation of focused trainings, retreats, and team interventions to support growth, collaboration, and effective change management across an organization.
- Demonstrated, progressive experience in change management initiatives.
- Experience in managerial or executive coaching for reflective and mindful leadership practices in the modern workplace.
- Experience conducting research and development of strategic programming and resource allocation to improve operational efficiency and/or performance.
- Strong project management skills, with the ability to manage multiple initiatives simultaneously.

- Knowledge of curriculum design, educational theory, and adult learning methodologies.
- Experience with organizational design.
- Experience working in a public sector or government setting.
Supplemental Information
Working Conditions:
- Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically three (3) to five (5) times per month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104) and various Parks worksite locations throughout King County. This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
- Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
- Union Representation: This position is not represented by a union.
