The GIS Project Manager will oversee the planning, execution, and delivery of complex GIS projects within a utility or asset-intensive environment. This role requires a solid understanding of GIS technology, utility industry processes, and systems integration. Experience with Esri and extensions such as ArcFM XI is required. The GIS Project Manager will coordinate foundational initiatives to standardize GIS processes, manage data governance, and implement technology solutions in alignment with organizational strategies. This position reports to a Project Management Office (PMO) or Business Relationship Management function and is accountable to a GIS Steering Committee or equivalent governance body.
Key Responsibilities
- Develop a shared vision and delivery strategy across business and technology stakeholders.
- Define project goals, objectives, metrics, and success criteria.
- Lead integrated planning efforts involving internal teams, external vendors, and stakeholders.
- Oversee business and technical workstreams, ensuring alignment with broader operational goals.
- Direct all phases of the project lifecycle including initiation, planning, execution, monitoring, and closure.
- Create and maintain detailed project plans, including scope, timelines, budgets, resource allocation, and risk management.
- Supervise the execution of functional deliverables such as business process documentation, change management plans, testing plans, and deployment readiness.
- Monitor financial performance, forecast expenditures, and ensure alignment with budget targets.
- Ensure compliance with organizational standards, including project management methodologies, security, privacy, and regulatory requirements.
- Facilitate project governance, steering committees, and stage gate reviews.
- Lead the integration of GIS technology with work management, asset management, outage management, and other enterprise systems.
- Support training, testing, go-live, and post-implementation activities.
Minimum Qualifications
- 7+ years of project management experience on complex technology implementations.
- 5+ years of GIS project experience in the utility industry or related infrastructure sectors.
- Proven experience managing cross-functional teams including GIS analysts, business analysts, IT specialists, and external vendors.
- Expertise in project delivery using formal SDLC methodologies and change management frameworks.
- Experience with GIS platforms including Esri and ArcFM XI.
- Skilled in vendor management, contract development, and third-party coordination.
- Strong leadership, stakeholder engagement, and communication skills.
- Proficiency in Microsoft Project, Visio, SharePoint, and Office applications.
- Demonstrated success in matrixed organizations with complex governance structures.
Desired Qualifications
- Bachelor’s or Master’s degree in Information Systems, Engineering, Project Management, or related field.
- PMP or equivalent project management certification.
- Certification or training in Organizational Change Management or Process Improvement.
- 10+ years of project management experience, including large-scale enterprise programs.
- 7+ years managing GIS-related projects in asset-intensive industries such as utilities, transportation, or government.
