The role:

This division budget coordinator position serves as the primary fiscal analyst for the Commerce & Compliance Division (CCD). In this role, you will help CCD deliver on its mission to support and promote the safe and reliable movement of freight on Oregon's roads and railways through budget evaluation and forecasting, effective federal grant program management and fiscal consultation and guidance. A day in the life:

  • Manage the preparation, implementation and monitoring of the legislative budget and operational budget for the Commerce & Compliance Division (CCD) and ensure it operates within fiscal constraints.

  • Develop and maintain CCD fiscal policies, standards, processes and procedures.

  • Coordinate the preparation of budget policy option packages, reduction options, workload measures and program narratives and make recommendations for changes.

  • Maintain the Motor Carrier Safety Assistance Program (MCSAP) budget using agency workbooks and online federal tools.

  • Review the activity of MCSAP partners to ensure they are operating within allocated funding and expenditure allowances.

  • Prepare all MCSAP quarterly and monthly financial reports and contracts.

  • Ensure that grant funds are expended according to contract provisions and that performance documents are properly filed and maintained.

  • Provide guidance and consultation to branch managers in developing and justifying budget proposals.

  • Prepare forecasts and interpretations of major components of the CCD budget to monitor the financial performance of the division.

  • Manage and evaluate budgets and programs for problems or changes that impact budget projections.

  • Make budgetary recommendations based on the results of studies and fiscal models.

  • Work is performed in an office setting and may involve working long hours to ensure deadlines and timelines are met.

Minimum qualifications:

Six years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information.

Note: A bachelor's degree in business, public or non-profit management, finance, accounting or a related degree (such as public policy, political science, public administration or other analytical or technical degree) may substitute for three years of the required experience.

A graduate-level degree in any of the above areas may substitute for four of the six years.

  • Experience modeling fiscal information and forecasting data to arrive at conclusions and recommendations.

  • Demonstrated experience with grants management including application development, progress and budget reporting and subgrantee compliance and oversight.

  • Experience presenting findings and recommendations to management or other decision makers.

  • Understanding of governmental budgeting and finance including the fiscal analysis of legislation or administrative rule.

  • Demonstrated ability to maintain cooperative relationships with a diverse group of work contacts.
