Job Summary

The NCI is seeking a leader with a proven track record in innovation to serve as the Associate Director (AD), Healthcare Delivery Research Program (HDRP) in the Division of Cancer Control and Population Sciences (DCCPS) and reports directly to the Director, DCCPS. DCCPS provides national and international leadership in supporting research in surveillance, epidemiology, health services, behavioral science, and cancer survivorship with the goal of reducing the burden of cancer in America. The mission of the HDRP is to advance innovative research to improve the delivery of cancer-related care, thereby improving health for individuals and populations.

The position serves as the Associate Director (AD), Healthcare Delivery Research Program (HDRP) and reports to the Director, DCCPS. The AD, HDRP coordinates the development and implementation of the mission of the HDRP to advance innovative research to improve the delivery of cancer-related care, thereby improving the health for individuals and populations.

The AD establishes the scientific and strategic priorities for the program and advances the activities of three unique branches by allocating resources, staff, and assignments. The AD also oversees the Cancer Care Delivery Research (CCDR) arm of the NCI Community Oncology Research Program (NCORP), a national NCI-supported network that brings cancer prevention clinical trials and cancer care delivery research to people in their communities. 

The AD HDRP, carries out the following responsibilities:

*    Leads HDRP management and operations, including research budget planning and execution, grant portfolio management, and communications
*    Oversees a $125M research portfolio of approximately 100 grants, as well as cooperative agreements, interagency agreements, and contracts
*    Oversees the implementation of numerous scientific initiatives in areas such as telehealth research, population-based research to optimize the screening process, symptom management during cancer treatment, colorectal cancer screening in underserved populations, and cervical cancer screening research, to name a few
*    Oversees approximately 40 scientific and administrative staff, supervising 10 staff members directly
*    Facilitates collaborations including with the NIH Institutes and Centers, the Centers for Disease Control and Prevention (CDC), and many non-governmental organizations

The AD, HDRP, oversees the following three branches:

*    Healthcare Assessment Research Branch, which promotes population-based research on demographic, social, economic, and health system factors as they relate to providing screening, treatment, and survivorship services for cancer.
*    Health Systems and Interventions Research Branch, which advances observational and intervention research on structural, organizational, social, and behavioral factors that influence the delivery of cancer care -- from early detection through end of life.
*    Outcomes Research Branch, which coordinates and sponsors research to measure, monitor, evaluate, and improve patient experiences, health outcomes, and quality of care across the cancer continuum.

Required Qualifications

Applicants must possess a doctoral-level degree (e.g., PhD or MD) in an academic field related to the health sciences or allied sciences appropriate to the work of this position and equivalent experience. The candidate must be an experienced scientist with specialized training and experience in cancer control and population research and/or healthcare delivery research to oversee research to improve the delivery of cancer-related care. The candidate must have expert knowledge of current advances and developments in cancer control and population research and/or healthcare delivery research to advise NCI leadership on emerging trends and innovative cancer-related care research, and to establish scientific and strategic priorities to advance improved cancer outcomes, reduce cancer-related health disparities, and reduce the burden of cancer for patients, their families, and society. Of special importance are strategic and scientific vision, leadership skills, and experience in the development and management of cancer control and population sciences research programs and technologies, strong fiscal responsibility, an understanding of new trends in cancer research, awareness of the complex challenges facing cancer control and population research (including design and conduct of pragmatic clinical trials), and the ability to collaborate within and between complex organizations. Appointees may be US citizen, Legal Permanent Resident or non-US citizen who are eligible for a valid work authorization. Benefits

This position will be filled under a Title 42 excepted service appointment. Salary will be commensurate with experience. A recruitment or relocation bonus may be available, and relocation expenses may be paid. A full civil service package of benefits may be available. The successful candidate may be subject to a background investigation and public financial disclosure requirements.

Location of position will be as advertised but may be negotiable with certain participating program areas after selection and an onboarding period. If a remote opportunity is negotiated, the individual must adhere to all regulations and policies regarding remote work at NIH and in the federal government, including the signing of a remote work agreement
