Summary

This position is in the , a small elite group of senior government leaders who possess a diverse portfolio of experience and the strong skills required to lead across organizations. This position is located in the , Bureau of Health Workforce in Rockville, Maryland.

Duties

The Associate Administrator for the Bureau of Health Workforce (BHW) is responsible for strategic planning, policy development, and implementation of programs designed to strengthen the health workforce and ensure skilled healthcare providers are connected to underserved communities. With a budget of approximately $2 billion and a workforce of around 500 full-time employees, the Associate Administrator oversees a range of programs that enhance health professional training and offer scholarships and loan repayment for students and clinicians in exchange for service in high need communities.

Duties:

  • Provides executive leadership and direction for the development, implementation and evaluation of health workforce programs and related program policies.
  • Engages with academic institutions, professional societies, licensing boards, communities, patients, faculty, health professions students, and others to gather input on health workforce issues and program implementation. Oversees five advisory committees authorized by statute to provide recommendations on a range of workforce issues.
  • Plans and directs studies, special programs, and projects to promote national health workforce programs to increase primary care delivery in areas of the nation with the greatest need.
  • Directs the Bureau's health workforce data collection and analysis efforts.
  • Provides policy guidance on the formulation of BHW budget requests and justifications, and supports the HRSA Administrator with the presentation of budget and program information to the Department, OMB and Congress.
  • Effectively leads Bureau staff and relationships with other Agency staff, including information technology, budget, grants and contracts management, and other operational functions.
  • Provides executive direction in setting and achieving the Bureau's long-term operational goals and objectives.
  • Directs the development of new legislative proposals or proposing modifications to existing legislation. Represents HRSA's workforce equities with the Office of the Secretary, OMB and other government agencies, state, and national organizations and through membership on interagency committees and task forces.
  • As a member of the Administrator's Leadership Team, participates in the formulation and execution of overall HRSA work plans and program objectives. Represents HRSA at speaking engagements, presenting the Bureau's programs to professional and public groups, state and local agencies, and national organizations.
  • Works with officials in health workforce programs, both within and outside the government, to evaluate program effectiveness and identify emerging research opportunities in health workforce education, recruitment, and utilization.
  • Participates in meetings and conferences with top Agency and Departmental leaders, senior program managers and subject matter experts, Federal and state agencies constituent groups and others to discuss and promote policies, plans, and programs.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

BASIC REQUIREMENTS:

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

NOTE: You must provide a copy of your Doctor of Medicine transcripts (unofficial), foreign equivalency, or ECFMG results with your application to document that you have met the education requirement. Failure to do so will result in you being rated ineligible for this position. Your transcripts must show completion/conferred date. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work.

Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You must provide a copy of your medical license with your application. Failure to do so will result in you being rated ineligible for this position.

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the .

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of theor .

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

In addition to the Basic Requirements above, you must have 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

MINIMUM QUALIFICATIONS: In addition to the above Basic Requirements, you must also meet the ECQs and MTQs stated below:

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):

This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following must be evident in your resume.
  • Demonstrated experience leading and managing large and functionally diverse organizations that support health care delivery and the health care workforce, including fostering team commitment, collaboration, and innovation.
  • Demonstrated knowledge of issues relating to the training and licensing of health care providers, accreditation of educational and training providers, and innovation in care coordination and delivery.
  • Demonstrated ability to lead major changes in a health care education, training or delivery program and experience establishing new programs, management practices or methods of operation that includes analyzing and evaluating the effectiveness of line program operations in meeting established goals and objectives.
  • Demonstrated experience in explaining, advocating, and expressing facts and ideas on health care delivery or health care workforce topics in a convincing manner to individuals and groups internally and externally, as well as, developing an expansive professional network with other organizations to identify the internal and external factors that impact the work of the organization.
  • Demonstrated experience developing and implementing policies and programs relating to health care delivery and staffing having a national impact.
